You will lose a percentage of cookies if you leave it at 0.  Would you have an optin form that worked great in all browsers except IE 6?  It may only affect 3% of your traffic, but it&#039;s wasteful any way you slice it.
If you are worried about a white/blank page causing visitors to hit the back button or x out, just add one of those loading circles / progress bar deals.  I actually set my redirect time to 2 or 3 seconds with a progress bar.
